WATER, SEWERAGE AND ROADWAY
IMPROVEMENTS
for the
CITY OF SARDIS, GEORGIA
Sealed proposals will be received by the
CITY OF SARDIS, GEORGIA at City Hall,
P.O. Box 398 or 713 Charles Perry Avenue,
Sardis, Georgia 30456 (Shipping Address
Only – No Mail Received at Street Address)
until 2:00 P.M. local time, FRIDAY, AUGUST
28, 2015. The bids will be publicly opened
and read at the Annex Building, 1209 Ellison
Bridge Road, Sardis, Georgia 30456. No
submitted bid may be withdrawn after the
scheduled closing time for receipt of bids for a
period of sixty (60) days.
All Bidders must have a State of Georgia Utility
Contractors License and must employ a state
“Utility Manager” certificate holder who will
have oversight of all the work. Division Four
Bidders must have a State of Georgia Well
Drillers License and be a member of the
Georgia Water Well Drillers Association.
Work to be done: The work to be done
consists of furnishing all materials, equipment
and labor for the construction of sewerage
system improvements consisting of following:
Division I – Roadway Improvements
(CDBG Funds)
The proposed roadway improvements
consist of installing approximately 136 L.F. of
RCP piping ranging from 18-inch to 24-inch,
1,449 L.F. of HDPE pipe ranging from 12-
inch to 30-inch, 7,586 S.Y. of 6-inch thick
graded aggregate and 834 tons of asphalt
paving and all appurtenances. Time allotted
for construction of Division I is 150 consecutive
calendar days.
Division II – Water and Sewerage System
Improvements (CDBG Funds)
The proposed sewerage improvements
consist of installing approximately 526-L.F. of
8 inch DI sewer, 402-L.F. of 8-inch PVC sewer
(SDR35), 5 manholes, and 1,209-L.F. of 6-
inch PVC service line. Water system
improvements include installing
approximately 1,853-L.F. of 6-inch PVC C-
900 water line, 554-L.F. of polyethylene water
service line and all appurtenances. Time
allotted for construction of Division II is 60
consecutive calendar days.
Division III – Water System Improvements
(City Funds)
The proposed water system improvements
include installing approximately 5,112-L.F. of
8-inch PVC C-900 water line and 558-L.F. of
8-inch DI water line and all appurtenances.
Time allotted for construction for Division III is
90 consecutive calendar days.
Division IV – Modifications to Well No. 4
(City Funds)
The well modifications consist of removing
stages from the existing vertical turbine pump
column, evaluation the motor and pump and
recommended repairs, and drawdown tests
before and after modification, sterilization,
bacteriological testing, and all appurtenances.
Time allotted for construction of Division IV is
120 consecutive calendar days.
Proposals for the complete work in one or
more general contracts shall be made on the
proposal form provided and shall contain
prices in words and figures for the work bid
on.
This project is funded by a Community
Development Block Grant. The work to be
performed under this contract is on a project
assisted under a program providing direct
Federal financial assistance from the
Department of Housing and Urban
Development and is subject to the
requirements of Section 3 of the Housing and
Urban DevelopmentAct of 1968 as amended,
12 U.S.C. 1701 U. Section 3 requires that to
the greatest extent feasible opportunities for
employment and training be given to the low
income residents of the project area, and
contracts for work in connection with the
project to be awarded to business concerns
which are located in, or owned in substantial
part by persons residing in the area of the
project. Section 3 Residents and Business
Concerns are encouraged to apply.
A PRE- BID MEETING will be held at the
Annex Building, 1209 Ellison Bridge Road,
Sardis, Georgia 30456 on AUGUST 13, 2015 at 10: 00 A. M. in which Section 3 preferences
and compliance will be discussed. Bidders
are encouraged to attend, but attendance is
not mandatory in order to submit a bid.
All proposals shall be accompanied by a Bid
Bond drawn in favor of CITY OF SARDIS,
GEORGIA, in the amount of at least ten
percent (10%) of the lump sum bid for the
complete work; such Bid Bond representing
that the Bidder, if awarded the contract, will
promptly enter into a contract and furnish
Performance Bond and Payment Bond as
provided by law and approved by the Attorney
for CITY OF SARDIS, GEORGIA. Each
bond shall be equal to one hundred percent
(100%) of the contract amount. The Bid Bond
shall be forfeited to CITY OF SARDIS,
GEORGIA as liquidated damages if the
Bidder fails to execute the contract and provide
Performance and Payment Bonds within ten

(10) days after being notified that he has been
awarded the contract.

public inspection at City Hall of the CITY OF
SARDIS, GEORGIA and at the office of G.
Ben Turnipseed Engineers, Inc., in Augusta
and Atlanta, Georgia and the AGC Builders
