PART 1. GENERAL
1.1 SEALED BIDS
Sealed bids for construction of 2016
Waynesboro CDBG will be received
until October 16th 2017, 6 PM at the
City of Waynesboro at 628 Myrick
Street, Waynesboro, Georgia 30830
where at 6:30 PM they will be publicly
opened and read. Any bid received
after said time and date will not be
considered by the Owner. No bid
may be withdrawn after the closing
time for the receipt of bids for a period
of sixty (60) days. A non-mandatory
pre-bid meeting will be held at 628
Myrick Street at 3 PM on October
9, 2017.

1.2 SCOPE OF WORK
The work shall consist of furnishing
all products and equipment and performing all labor necessary to perform
the following:
The work to be done shall consist of
providing all materials and performing all labor necessary to perform
approximately 1705 LF of sewer pipe
bursting, 875 LF of open cut sewer
pipe, manhole rehabilitation, service
laterals, open cut storm pipe installation, storm box installation, 1900 LF
of water main installation, 620 tons
of 9.5 MM asphalt paving, grassing,
traffic control and miscellaneous
construction work.
Time allotted for completion of work
is one hundred eighty (180) calendar
days. All Work shall be completed in
accordance with the plans and specifications. The Work will be awarded
in one (1) Contract.
1.3 PLANS, SPECIFICATIONS
AND CONTRACT DOCUMENTS

Engineering, LLC. Copies may be

1.4 CONTRACTOR LICENSE
The Scope of Work as described
herein is defined as “utility contracting” in accordance with O.C.G.A
43-14-2(17) so the Contractor performing the work must provide proof
of a valid license by the State of
Georgia as a “Utility Contractor” and
must also employ a “Utility Manager”
certification holder who will have
oversight of all the work. See Instruction to Bidders for additional bidding
requirements.
1.5 BONDS
Bids shall be accompanied by a bid
bond or certified cashier’s check in an
amount not less than 10% of the base
bid. All bonds shall be by a surety
company licensed in Georgia with an
“A” minimum rating of performance
and a financial strength of at least
five (5) times the contract price as
listed in the most current publication
of “Best’s Key Rating Guide Property
Liability”. Performance and Payment
Bonds, each in an amount equal to
100% of the contract price shall be
required of the successful bidder
if contract is awarded. Each Bond
shall be accompanied by a “Power of
Attorney” authorizing the attorney-infact to bind the surety and certified to
include the date of the bond.
1.6 FUNDING SOURCES
Funding is to be provided by the
Community Development Block
Grant Program which is administered
by the Georgia Department of Community Affairs. Funding also provided
by One Georgia, and City of Waynesboro. All Bidders must comply with
41 CFR 60-4, in regard to affirmative
action, to insure equal opportunity to
females and minorities and will apply
the timetables and goals set forth in
41 CFR 60-4, as applicable to the
area of the project.
1.7 RESERVATION OF
RIGHTS
Owner reserves the right to reject any
or all Bids and to waive informalities,
including without limitation, the rights
to reject any or all nonconforming,
non-responsive, unbalanced or
conditional Bids and to reject the Bid
of any Bidder if Owner believes that
it would not be in the best interest
of the Project to make an award to
that Bidder, whether because the
Bid is not responsive or the Bidder
is unqualified or of doubtful financial
ability or fails to meet any other pertinent standard or criteria established
by the Owner.
1.8 E-VERIFY
Contractor shall comply with E-Verify
regulations.

and promote for the public good and
general welfare trade, commerce, industry and employment opportunities

pursuant to a loan agreement relating
to each series of the Bonds. In such
proceeding the Court will also pass
upon the validity of the loan agreement and promissory note relating
to each series of the Bonds to be

relating to each series of the Bonds,

Issuer and the trustee for the related

Upcoming Appointment of Burke
County Board of Equalization
In accordance with Georgia Laws
(O.C.G.A. § 45-5-311), the Burke
County Grand Jury is required to
appoint a member and alternate
member of the Burke County Board
of Equalization each fall during the
October term of the Superior Court
of Burke County.
Any resident of the Burke County
having the following qualifications
and an interest in serving on the
board may nominate himself or herself for appointment by submitting a
nomination form as indicated below:
Qualifications
(1) Each person who is, in the judgment of the appointing grand jury,
qualified and competent to serve as
a grand juror, who is the owner of
real property, and who is at least a
high school graduate shall be qualified, competent, and compellable
to serve as a member or alternate
member of the board. No member
of the governing authority of a
county, municipality, or consolidated
government; member of a county
or independent board of education;
member of the county board of tax
assessors; employee of the county
board of tax assessors; or county
tax appraiser shall be competent
to serve as a member or alternate
member of the board of equalization.
(2) Within the first year after a
member’s initial appointment to the
board of equalization , each member
shall satisfactorily complete not less
than 40 hours of instruction in appraisal and equalization processes
and procedures, as prepared and
required by the commissioner. The
failure of any member to fulfill the
requirements of this subparagraph
shall render that member ineligible to
serve on the board; and the vacancy
created thereby shall be filled in the
same manner as other vacancies on
the board are filled.
(3) No person shall be eligible to
hear an appeal as a member of a
board of equalization unless, prior
to hearing such appeal, that person
shall satisfactorily complete the 40
hours of instruction in appraisal
and equalization processes and
procedures required by law. Any
person appointed to such board shall
be required to complete annually a
continuing education requirement
of at least eight hours on instruction
in appraisal and equalization procedures, as prepared and required by
the commissioner. The failure of any
member to fulfill the requirements
of this subparagraph shall render
that member ineligible to serve on
the board; and the vacancy created
thereby shall be filled in the same
manner as other vacancies on the
board are filled.
Term of Office
Members and alternate members
of the Board of Equalization serve a
three-year term of office. The term
of office of persons by the Grand
Jury for appointed for the term of
office described herein shall begin
on January 1, 2018 and end on
December 31, 2020.
